First is the Drill Size and Count.
You know the cost the PCB related to many factors.
But the drill size and the count many the number one effect factors.
So the main effect circuit boards manufacturers factor is drill size and count.

In fact during the PCB design process must consider this factor.
So most begin PCB designer first consider is the smallest hole size to be drilled and the total number of drilled holes. 
But what the relationship with the drill size with the PCB price?
Too bigger too expensive or not?
In fact this relates is depend on each circuit board manufacturer.
Mostly the normal size is the normal PCB price.
This mean too small or too large must increase the cost of a PCB.

When the hole size is less than 0.015″ the cost of the PCB can increase between 5% and 10%.  
A large number of holes can increase the cost further by a similar percentage.  
This is due to the fact that the manufacturing process has to be adjusted for smaller hole sizes and large hole counts and the number of panels that can be drilled at one time decreases.
So the special PCB drill process must speed much more time than normal PCB manufacturing process.
