There are 2 testing options to choose from, Flying Probe and Hard Fixture test.
For short runs or prototype boards that will not likely go to production, Flying Probe is a great option to consider as it is less expensive than Hard Fixture.

PCB's Flying Probe tests introduce
With Flying Probe tests, no fixtures need to be prepared, only data files. Flying Probe tests are able to reveal not only shorts and opens produced during the manufacturing process but have also been known to expose design errors.
PCB's Flying Probe test process
Flying probe tests utilize four to eight test heads, each equipped with a precision probe which moves to test points, vias, component pads and circuit interconnects on both surfaces of the PCB at very high speeds. Boards are first probed to search for “opens”, i.e. broken traces or inadequately plated holes. Then a second pass looks for short circuits “shorts” between nets. These probes are controlled by XYZ servo-systems and can contact pads only a few mils (thousandths of an inch) across and a few mils apart.
